Keeping an animal in suffering and/or abandoning an animal

If a person intentionally hurts an animal, or own any animal and commits an act which results in cruel death, or excessive pain or suffering.

Hurting or neglecting a pet, including depriving the animal of food, shelter, or water is animal cruelty.

Animal fighting or being involved in animal fighting (breeding, owning equipment, facilitating, attending)

If you see an animal being abused, call your local authority (US: 911) to open an investigation. Don't put yourself in danger but remember that turning a blind eye to abuse is just as bad as being the abuser.
